Guide for Fishing in Lithuania (permits and rules)

Fishing is a popular recreational activity in Lithuania, offering enthusiasts a chance to connect with nature and enjoy the serene beauty of the country’s lakes and rivers.

How to get fishing permit?

To engage in fishing legally, individuals are required to obtain fishing permits through the ALIS (Aplinkosaugos leidimai) online system.

Types of fishing permits

1. Amateur Fisherman Ticket (Žvejo Mėgėjo Bilietas)

This permit allows fishing in all publicly owned, non-rented bodies of water where no restricted fishing is conducted. Anglers can purchase this permit through the ALIS website (alisas.lt), at Perlo terminal, or at Maxima grocery stores.

2. Lease Permit for Fishing in a Rented Body of Water

This permit allows fishing in a specific publicly rented body of water where no restricted fishing is conducted. It can be obtained through the ALIS system or directly from the lessor.

3. Angler’s Card (Žvejo Mėgėjo Kortelė)

This card is required for fishing in publicly owned, non-rented bodies of water where restricted fishing is organized. We recommend to get the card instead of ticket when you want to repeatedly fish in Lithuanian waters. It can be purchased through the ALIS system or at Perlo terminals.

Purchasing Permits for Foreigners

If a foreign national does not have access to Lithuanian banking services, a Lithuanian citizen can purchase fishing permits for them through ALIS.

During the purchase, the Lithuanian citizen should specify that the permit is intended for a foreign national and provide the foreigner’s date of birth. Foreign nationals can also purchase permits at Perlo terminals by providing their date of birth and specifying the desired permit type and fishing date.

Downloading your fishing Permit

To access permits purchased through ALIS, log in to the system (click “prisijungti” in the upper-right corner of the ALIS website). Permits can be found under “Mano leidimai” (My permits) in your account. To download a permit for yourself or someone else, select the desired permit type and click “Atsisiųsti” (Download). You will need to enter the permit number, the angler’s name, and surname.
